“This Manual aims to support and strengthen the work of national human rights institutions (NHRIs) – whether they are human rights commissions or ombudsman offices – in the promotion, protection and enjoyment of the rights of indigenous peoples, especially NHRIs that are established in accordance with the Paris Principles.
It is designed to assist these institutions learn about the United Nations Declaration on the Rights of Indigenous Peoples (the Declaration) by providing a broad understanding of the legal nature of the rights it contains, as well as the relevant obligations of States, in order to ensure that indigenous peoples’ rights are fully realized. We hope that the information provided will also be useful to indigenous community leaders and other stakeholders on how to make use of the NHRIs that operate in the countries in which they live.” (p.v)

The resource can be used to support a number of SDG targets, notably:
Complying with the UNDRIP supports SDGs 1.4 (access to basic services and property), 10.2 (promote universal social, economic and political inclusion), 10.3 (remove discriminatory policies and practices), 10.4 (adopt policies and practices that support equality of outcome), 11.3 (inclusive settlement planning and management) and 16.7 (representative and inclusive decision making), 16.10 (support access to information and fundamental freedoms) and 16.B (support laws and policies for sustainable development). Complying with the UNDRIP can protect people from violence (SDG 16.1), promote the rule of law (16.3), and ensure Indigenous peoples have access to their cultural property (16.4), and promote the sustainable use of natural resources (12.2 and 15.1). The UNDRIP helps protect Indigenous peoples land rights, agriculture and related traditional knowledge (SDG 2.3, 2.5 and 15.6), and protect water sources (6.6) and promote community involvement in managing water (6.B). Considering Indigenous peoples’ rights as part of tourism activities can support SDG 8.9 (sustainable tourism).
Ensuring Indigenous perspectives are accommodated in education supports SDG 4.5. A strong focus is around Education for Sustainable Development (4.7), which acknowledges the importance of cultural diversity in sustainable development. The resource is also heavily focused on strengthening efforts to project both cultural and natural heritage (SDG 11.4).
The focus on partnerships supports both SDG 17.16 (international multistakeholder partnerships) and 17.17 (cross-sector partnerships).
