The efforts of UNDRR and its partners to emphasize the importance of cities and local governments in DRR and in building resilience can be traced back to the launching of the UNISDR Making Cities Resilient campaign in 2010. Target (e) of the Sendai Framework aims to substantially increase the number of countries not only with national, but also local DRR strategies. Cities and communities are key partners in these efforts. We hope this guide will inspire many actors who are interested in creating effective local resilience strategies and that it will help local governments towards the development and fine-tuning of local disaster risk reduction strategies, supporting cities to become more resilient.” (Foreword)
