“How to improve citizen participation in public life at local level? More and more local authorities face and address this challenge. The CLEAR tool was designed to help them in their endeavour by providing an instrument for a self-assessment process that helps develop policy responses which are best suited to the particular situation…
The Council of Europe is convinced that the CLEAR tool - with the self-assessment process it proposes - can be of great help to local authorities to launch a debate on the state of participation in the local community and give guidance on how to improve it. It hopes that making it available will encourage and help local authorities to continue and strengthen their efforts to engage with and involve citizens in public life at local level.” (p.5)
